To pass a Vote of Thanks to the late Lord Mayor Minutes: Resolved unanimously – This Court wishes to convey to Alderman Dr Andrew Charles Parmley its sincere appreciation for the distinguished manner in which he has carried out the demanding role of Lord Mayor of the City of London during the past year.
Throughout Andrew’s Mayoralty, which has seen him travel to more than 20 countries and numerous cities and towns within the UK, he has enthusiastically championed the UK’s financial and professional services sectors and spoken passionately about the UK as an attractive place to do business, and the City as a global asset. Focusing especially on new opportunities in light of Brexit, Andrew notably visited a number of typically lesser visited markets, including Algeria, Tunisia and Morocco, where he was warmly welcomed.
Drawing on his strong educational and cultural background, his motto for the year has been ‘Educate, Support, Inspire’. He has successfully promoted the arts and education throughout the year, including the contribution that the sector has made to both the City and the UK’s economy, and he has highlighted, wherever possible, the UK’s pre-eminence in this field. His appointment to the Government’s Apprenticeship Delivery Board is evidence of his great success in this area.
Throughout the year Andrew has hosted, with his ever-present charm and humour, several significant events in both Guildhall and Mansion House, including the State Banquet for His Majesty the King of Spain and a lunch for the Ambassadors and High Commissioners from the ASEAN countries to mark the 50th Anniversary of the organisation.
Andrew’s commitment and enthusiasm have also been unfailing in respect of his philanthropic work and his support for the Livery. Resolutions on Retirements, Congratulatory Resolutions, Memorials, etc. Minutes: Resolution on retirement: William Chapman, Private Secretary & Chief of Staff (Mansion House)
Resolved unanimously – That, on the occasion of his retirement from the City of London Corporation, this Court takes great pleasure in conveying to William Chapmans CVO its sincere appreciation of his valuable service to the City Corporation during the past eight years as Private Secretary and Chief of Staff to the Rt Hon the Lord Mayor.
Prior to joining the City Corporation, William enjoyed a prestigious career in the civil service where he worked in the Department of the Environment in a variety of policy, presentational, legislative and private office roles and was twice seconded to 10 Downing Street. He served John Major as Private Secretary for Home Affairs and then Parliamentary Affairs between 1991 and 1994. From 1999 to 2008, he worked for Tony Blair and then Gordon Brown as Secretary for Appointments. In this capacity, he advised on candidates for senior Crown appointments in the Church of England, the Lieutenancy, academia and elsewhere, and on honours matters. He also advised the Prime Minister on inter faith issues, including the handling of the response to 9/11 and its aftermath. In 2008, William was made a Commander of the Royal Victorian Order (CVO) by The Queen, in recognition of his work in Downing Street.
Since July 2009, William has supported ten Lord Mayors and both they, their families and other Members of this Honourable Court, have greatly valued and benefited from his sound advice on many issues of a varied, complex and, occasionally, highly sensitive nature. William’s knowledge of the City Corporation, of the Mansion House and the Mayoralty, of this Court and the Livery, is significant and his wisdom and familiarity will be missed.

Reports: General Purposes Committee of Aldermen and Privileges Committee of Aldermen Minutes: REPORTS OF THE GENERAL PURPOSES COMMITTEE OF ALDERMEN
1. Transfer of Emanuel Hospital (206952)
Resolved:-That, following consideration by the General Purposes Committee of Aldermen, this Court agrees with the recommendations that:
(i) It be noted that Friends of the Elderly (226064) have agreed to be appointed as trustee of Emanuel Hospital (206952) on the same trusts but that discussions are on-going as a consequence of various matters regarding the existing Lady Dacre pensioners which have been identified; (ii) It be noted that Emanuel Hospital has divested its holdings in the City of London Charites Pool (1021138) on 1 October 2017 and that those funds are now being held as cash pending transfer of trusteeship to the new trustee; (iii) Consistent with the authority already delegated to the Comptroller and City Solicitor in March 2017, the Comptroller and City Solicitor be authorised to agree the side letter with the Friends of the Elderly (either restricted or non-binding), and to agree with the Charity Commission the scheme transferring trusteeship, with the final documents being brought back to the Court of Aldermen for approval; (iv) An additional payment of £150 each be agreed to be paid to all current Lady Dacre pensioners for the 2017/18 Christmas bonus.
2. Governance – Proposed Changes
Resolved:-That, following consideration by the General Purposes Committee of Aldermen, this Court agrees with the recommendations that:
(i) A restriction of 5 years be placed on the Chairman of the General Purposes Committee of Aldermen’s term of office, taking effect from the meeting of the Committee in December 2018;
(ii) The role of Deputy Chairman of the General Purposes Committee of Aldermen be created, and that only Aldermen above the Chair, with the exceptions of the Lord Mayor at the time being and the Chairman of the General Purposes |
