Members' Declarations under the Code of Conduct in respect of items on the agenda Minutes: A Member queried whether the Stakeholder Presentation held at Mercers’ Hall the evening of 22 February 2018 should be listed within Members’ Register of Interests. The Chairman agreed that the hospitality received might well have exceeded the £100 threshold and therefore suggested that all Members present might wish to err on the side of caution and include this dinner within their Register of Interests. The Town Clerk agreed to update the Registers for Members who had attended the dinner. |

Matters Arising
Debtors’ Act The Chairman advised that further to the query raised at the November 2017 City Side meeting as to whether the Committee was fulfilling its obligation in assisting those in debtors’ prisons; confirmation had been received from the Comptroller and City Solicitor that the Debtors’ Act of 1869 rendered this element of the bequest and the Committee’s responsibility in this area redundant. |

Report of the Director of Community and Children’s Services. Additional documents:
Minutes: Members considered a Gateway 3/4 Options Appraisal report of the Director of Community and Children’s Services regarding refurbishment works to the City of London and Gresham Almshouses.
It was noted that the report had been approved by the Community and Children’s Services Committee and Projects Sub-Committee earlier that month.
Members queried why there were issues in bringing the windows up to standard noting that, whilst the Almshouses were listed, there were glazing professionals who could provide the necessary materials. The Committee offered their support to the Asset Programme Manager in progressing this matter if required.
RESOLVED – That Members: · note the total estimated programme cost of £256,096 which includes fees and staff costs of £9,056 for internal, external and common parts refurbishment works at the Gresham Almshouses; · approve Option Two, thereby granting authority for the Director of Community and Children’s services to use in-house staff and Mooney Kelly quantity surveyors to develop the specification and carry out procurement of a works contractor to then proceed to Gateway 5, at an estimated cost of £5,968, from funds of £51,000 in 2017/18 already approved for these works; and · note that further funds of £205,096 may be sought from City Cash Contingency accounts which would, along with £51,000 approved for 2018/19, allow refurbishment works to proceed. |
