Reports: General Purposes Committee of Aldermen

To consider recommendations from the General Purposes Committee of Aldermen.

Minutes:

(i)            Future Management and Administration of the Emanuel Hospital charity (206952)

 

The Court of Aldermen considered a series of recommendations of the General Purposes Committee of Aldermen relative to the future administration and management of the Emanuel Hospital charity (206952).

 

Resolved:- That the Court of Aldermen:-

 

(i)            Agree that the name of the new sub-committee shall be “The Emanuel Hospital Management Sub-Committee”;

(ii)           Agree the Terms of Reference of the sub-committee which provide for –

 

a.    a membership of five Aldermen, to include where possible one Senior Aldermen who has passed the Chair, to serve for a term of three years;

b.    a minimum of three meetings each year, ideally in January, May and September; and

c.     reporting by the sub-committee to the following meeting of the General Purposes Committee;

 

(iii)          Agree that authority be delegated to the Chairman and Deputy Chairman of the General Purposes Committee of Aldermen to set the date of the first sub-committee meeting; and

(iv)          Agree that appointments to the new sub-committee be as follows, noting the existing delegated authority given in July to the Chairman and the Deputy Chairman to appoint the sub-committee: Alderman Prem Goyal, Alderman Gregory Jones, Alderman Vincent Keaveny, Alderman Alistair King and Alderman and Sheriff Michael Mainelli.

 

(ii)          Risk Register 2019-20 for the Emanuel Hospital charity (206952)

 

The Court of Aldermen considered recommendations of the General Purposes Committee of Aldermen relative to the 2019/20 Risk Register for the Emanuel Hospital charity (206952).

 

Resolved:- That the Court of Aldermen agree that the risk register satisfactorily sets out the key risks together with their potential impact, and that appropriate measures are in place to mitigate the risks identified.

 

(iii)         Emanuel Hospital charity (206952): Financial Statements for the Year Ended 31 March 2020

 

The Court of Aldermen considered recommendations of the General Purposes Committee of Aldermen relative to the for the Emanuel Hospital charity’s (206952) Financial Statements for the year ended 31 March 2020.

 

Resolved:- That –

(i)            the Court of Aldermen receive the accounts; and

(ii)           the signing of the accounts be delegated to the Chairman of the General Purposes Committee of Aldermen, or in his absence another Alderman, once the audit has been completed.

 

 

 

(iv)         Leave of Absence – Thomas Clementi (Common Councillor, Ward of Lime Street)

 

The Court of Aldermen considered a recommendation of the General Purposes Committee of Aldermen relative to a leave of absence by Thomas Clementi (Common Councillor, Ward of Lime Street).

 

Resolved:- That, noting that absences from City Corporation business are a matter for determination by the Court of Aldermen (s.9 of the Municipal Elections Act 1849), this Court receive the correspondence from Thomas Clementi setting out his explanation about his activities over the last six months; and that his explanation about his attendance at formal meetings be noted; and that the Court resolves that he has not, in all the circumstances wholly absented himself from his duties and that no further action is required.
