Resolved: - That the minutes of the Court of Aldermen held on 7^th December 2021 were correctly recorded.

Resolved Unanimously:- That, on the occasion of his retirement, Members of this Court take great pleasure in conveying to Ian Dyson QPM their gratitude and sincere appreciation for the distinguished manner in which he has carried out the role of Commissioner of the City of London Police.

In 2010, Ian joined the City of London Police as Commander and soon became Assistant Commissioner just a few years later in 2012.  He was finally appointed as the 15th Commissioner of the City of London Police in 2016.

Ian’s dedication to the force ensured that the City of London became the safest business district in the world.  From the Miner’s Strike to the Extinction Rebellion Protests, Ian’s 38 years in policing have covered a plethora of significant events.  His dedication to counter terrorism was reflected in the Force’s response to both the 2017 London Bridge attack and the 2019 Fishmongers’ Hall attack. Here, he and the force’s personal commitment towards the victims and their families was inimitable.

Ian’s passion for fighting economic crime saw an increased focus on obtaining local and national funding for fraud prevention as well as the expansion of available resources for the Economic Crime Directorate which enabled the creation of the post of Assistant Commissioner for Economic and Cyber Crime. Throughout his tenure, Ian collaborated with the National Police Chiefs’ Council and attained the cyber portfolio.  This further highlighted the Force’s specialisms for economic crime and protective security.

Equality, diversity, and inclusivity in the Force has also improved drastically throughout Ian’s time as Commissioner.  A renewed focus on recruitment has left the City of London Police dedicated to making change and ensuring diversity throughout the Force.

Ian has shown extreme loyalty to policing since starting his career in 1983.  His devotion to crime prevention and serving his community

The Chamberlain presented the names of one hundred and twenty-four persons to bemade free of this City, and it is Ordered that they be admitted into the Freedom ofthis Cityaccordingly, as follows:-

(i)            Guidance for Liveries and Guilds – Conduct of Virtual Business

The Court of Aldermen considered a recommendation of the General Purposes Committee of Aldermen relative to an extension to the guidance currently in place in relation to the conduct of Guild and Livery Company business until 31 October 2022.

                  Resolved Unanimously: - That:

i)              insofar as the Ordinances or By-Laws of any Company with Livery, Company without Livery or Guild contain restrictive or prescriptive provisions as to the location and timing of any meeting, election, installation or admission of any members or officers, the Court of Aldermen agrees to allow any reasonable variation to such provisions, to be determined by the Guild or Livery company concerned and to be valid until 31 October 2022;

ii)             in particular, procedures adopted on the occasion of the binding of apprentices may be conducted virtually, subject to the requirement for the indentures to be entered within six months of the decision being taken in the Books of the Chamberlain of London;

iii)           the General Purposes Committee of Aldermen review the decision in due course and consider the future position in respect of the conduct of Guild and Livery Company business, noting that more flexible ways of working are now bedded into most business practices.

(ii)          Revisions to the Court of Aldermen’s Standing Orders

The Court of Aldermen considered a recommendation of the General Purposes Committee of Aldermen relative to the Court’s Standing Orders where revisions were now proposed to SO17 where it would be clarified that the ability for the Chairman and in their absence the Deputy Chairman to have a second or casting vote should only apply to the General Purposes Committee of Aldermen and not to the Nominations Committee, to SO20 which would clarify that the quorum for the Nominations Committee

The draft of a Precept to the Masters, Prime Wardens, Upper Bailiff and Wardens

of the several Livery Companies requiring the attendance of the Livery on 24th June

next for the election of Sheriffs and other Officers for the year ensuing and on 29th

September next, for the election of a Lord Mayor of this City, for the year ensuing,

was read, agreed to and ordered to be issued.

AnOrder against persons crowding upon the Hustings at elections at Common Hall

was passed.

Resolved:- That The Most Reverent John Wilson, Metropolitan Archbishop of   Southwark, be requested to preach before this Court and the Governors of the several hospitals of this City, at the Church of St Mary-Le-Bow on Thursday, 10th March 2022.

Also that the Vicar of St Mary le Bow be requested to –

(a)  grant permission for the use of St Mary le Bow church,

(b)  settle the details of the service,

(c)  brief the Archbishop, and

(d)  conduct the service.
