Custody Inspection Update

Report of the Commissioner (copy attached).

Minutes:

The Committee received a report of the Commissioner updating Members on the progress made in implementing the recommendations of the joint HMIC/HMIP unannounced inspection of custody.

In response to Members’ concerns as to the stated project management costs of £40,000 for a £40,000 project, the Commander clarified that management costs given referred to the wider £400,000 project, and thus the cost for the £40,000 smaller project would be a proportionate £4,000. He expressed his confidence that the current measures in place left the Force fully compliant with regulations and demonstrated a reasonable adjustment, with the extra £44,000 considered by the Force as unnecessary at this time due to the limited number of disabled persons detained in custody in the City.

With regard to the Police and Criminal Evidence Act translation issues raised by Members at the previous meeting, the Commandeer advises that the Force was currently exploring the procurement of an IT-based translation system to ensure that foreign nationals were made fully aware of their rights and entitlements.
