The Court received a report on measures introduced by Parliament which might have an effect on the services provided by the City Corporation as follows:-

 

 

Bills

 

 

Children and Social Work Bill

The Bill proposes new duties for local authorities (including the Common Council acting in that capacity) aimed at improving the prospects of looked-after children, and amends the regulatory regime for child social work.

 

Digital Economy Bill

The Bill contains a number of measures intended to encourage the development of the ‘digital economy’, including a new universal service obligation for broadband providers and reforms to the code under which communications infrastructure can be installed on land.

The Energy Efficiency (Private Rented Property) (England and Wales) (Amendment) Regulations 2016, S.I. No. 660

The Regulations delay the introduction of new controls on the private letting of properties which do not meet energy efficiency standards, in order to give landlords more time to register cases in which they are entitled to an exemption. The Common Council will enforce the controls in its capacity as local authority.

The Food for Specific Groups (Information and Compositional Requirements) (England) Regulations 2016, S.I. No. 688

The Regulations set out the enforcement mechanism for new European Union rules governing the  composition, labelling and advertising of food intended for particular nutritional uses (such as infant feeding or medical use). The Common Council will enforce the Regulations in its capacity as food authority.
