REPORTS OF THE GENERAL PURPOSES COMMITTEE OF ALDERMEN
1. Transfer of Emanuel Hospital (206952)
Resolved:-That, following consideration by the General Purposes Committee of Aldermen, this Court agrees with the recommendations that:
(i) It be noted that Friends of the Elderly (226064) have agreed to be appointed as trustee of Emanuel Hospital (206952) on the same trusts but that discussions are on-going as a consequence of various matters regarding the existing Lady Dacre pensioners which have been identified;
(ii) It be noted that Emanuel Hospital has divested its holdings in the City of London Charites Pool (1021138) on 1 October 2017 and that those funds are now being held as cash pending transfer of trusteeship to the new trustee;
(iii) Consistent with the authority already delegated to the Comptroller and City Solicitor in March 2017, the Comptroller and City Solicitor be authorised to agree the side letter with the Friends of the Elderly (either restricted or non-binding), and to agree with the Charity Commission the scheme transferring trusteeship, with the final documents being brought back to the Court of Aldermen for approval;
(iv) An additional payment of £150 each be agreed to be paid to all current Lady Dacre pensioners for the 2017/18 Christmas bonus.
2. Governance – Proposed Changes
Resolved:-That, following consideration by the General Purposes Committee of Aldermen, this Court agrees with the recommendations that:
(i) A restriction of 5 years be placed on the Chairman of the General Purposes Committee of Aldermen’s term of office, taking effect from the meeting of the Committee in December 2018;
(ii) The role of Deputy Chairman of the General Purposes Committee of Aldermen be created, and that only Aldermen above the Chair, with the exceptions of the Lord Mayor at the time being and the Chairman of the General Purposes Committee, are eligible to stand for the position;
(iii) The term of office for the Deputy Chairman of the General Purposes Committee of Aldermen be limited to five years;
(iv) That Standing Order 24 be amended so that it read:
It is not expected that, except in very
exceptional circumstance and with the approval of the Lord Mayor in
consultation with the Senior Alderman, or in those circumstances
otherwise prescribed by the General Purposes Committee of Aldermen,
the Late Lord Mayor does not attends any occasions in a civic
capacity until the Easter Banquet of the year
following
the conclusions of his or her Mayoralty
(v) the Town Clerk be instructed to amend the Terms of Reference and the Court of Aldermen’s Standing Orders to this effect.
REPORT OF THE PRIVILEGES COMMITTEE OF ALDERMEN
3. Governance – Proposed Changes
Resolved:-That, following consideration by the Privileges Committee of Aldermen, this Court agrees with the recommendations that:
(i) A restriction of 5 years be placed on the Chairman of the Privileges Committee of Aldermen’s term of office;
(ii) The role of Deputy Chairman of the Privileges Committee of Aldermen be created, and that only Aldermen above the Chair, with the exception of the Lord Mayor for the time being, are eligible to stand for the position;
(iii) The term of office for the Deputy Chairman of the Privileges Committee of Aldermen be limited to five years;
(iv) the Town Clerk be instructed to amend the Terms of Reference and the Court of Aldermen’s Standing Orders to this effect.
