To Pass a Vote of thanks to the Late Lord Mayor

Minutes:

Resolved Unanimously:- That, this Court wishes to convey to Alderman William Anthony Bowater Russell its warmest thanks and appreciation for the exemplary manner in which he has carried out the role of Lord Mayor of this City during the past two years – the first Lord Mayor to serve a second term since 1861 - and its pleasure in having this opportunity to acknowledge that William performed, at all times, the duties of the Office with commitment, leadership, flexibility and innovation.

 

Throughout William’s unusual term of Office, he rigorously championed his Mayoral Theme, Global UK – The New Future, emphasising the importance of growing global trade, strengthening innovation, and promoting a rich cultural and creative economy. Despite the challenges arising from COVID-19, the theme remained at the centre of his two years in Office and provided a positive focus for the City’s recovery from the impact of the pandemic. As part of this theme, he convened the Culture and Commerce taskforce, putting our world-leading cultural sector at the heart of London’s recovery, and he has been an ardent advocate for UK business and trade. The hugely successful Green Horizons Summit, which was hosted by the Lord Mayor, showcased Green Finance and his commitment to sustainability.

 

Now routinely referred to as the ‘Virtual Lord Mayor’, due to his quick adaption to undertaking virtual visits and meetings as international travel became untenable, William retained his enthusiasm and good humour throughout the many hours spent sat in front of a screen. His congratulatory remarks, with Hilary, to Captain Tom Moore on 12 May 2020, the first ever Freedom of the City of London ceremony to be conducted ‘virtually’, reflected the Lord Mayor’s theme around innovation and his own ability to adapt quickly, demonstrate leadership and fulfil the diverse responsibilities of Office at the

The Executive Director and Private Secretary to the Lord Mayor to make the prescribed declaration under the Promissory Oaths Act, 1868

Minutes:

The Executive Director, Private Secretary to the Lord Mayor made and subscribed the declaration for the due execution of the Office.

 

With the Court of Aldermen’s consent, The Chamberlain of London formally subscribed the declaration for the due execution of Office having made her oral declaration at the Court’s meeting in May 2021.

Reports:- General Purposes Committee of Aldermen

Minutes:

(i)  Report of Action Taken - Extension to the waiver for Guilds and Livery Companies

The Court was advised that, in accordance with the Court of Aldermen’s Standing Order 46 (urgency provisions), on 8th November 2021, the General Purposes Committee of Aldermen approved an extension to the waiver for Guilds and Livery companies to conduct their business virtually until 31 March 2022, following a request from the Livery about the Court of Aldermen’s expectations in respect of this matter. The Court noted that the Guilds and Livery companies had been advised of the decision and the matter would be further reviewed by the Magistracy and Livery Sub-Committee, the General Purposes Committee of Aldermen, and the Court of Aldermen in early 2022.

 

NOTED.

 

(ii) Report of Action taken – Supplemental Charter for the Worshipful Company of Dyers

The Court was advised that, in accordance with the Court of Aldermen’s Standing Order 46 (urgency provisions), on 22nd November 2021, following recommendation from the Magistracy and Livery Sub-Committee, General Purposes Committee of Aldermen approved a Supplemental Charter and the Schedule to the Supplemental Charter for the Worshipful Company of Dyers.

(iii)  Informal Resolution of thanks – The Commissioner of the City of London Police, Commissioner Ian Dyson

In noting that this would be the last meeting of the Court of Aldermen which Commissioner Dyson would attend prior to his imminent retirement from the City of London Police, the Court of Aldermen thanked the Commissioner for his service to the City of London Police, the City of London Corporation, and the Court of Aldermen. Honourable Members conveyed their very best wishes to Commissioner Dyson for the future.

Minutes:

Resolved Unanimously:- That the Court of Hustings NOTE the appointment by the Lord Mayor of Greg Craig Waller as Deputy Gauger for his Mayoralty and of Kiki Hausdorff as Assistant Deputy Gauger for the same period.

 

At the conclusion of the Court of Hustings, the Lord Mayor wished all members of the Court, the High Officers, and all others present or observing the meeting online, a very happy Christmas and best wishes for the New Year. In reply, and on behalf of the Court of Aldermen, Alderman Ian Luder wished the Lord Mayor and the Lady Mayoress a very happy Christmas and New Year.
